Adding new offices and layers of management is the equivelent of flailing your arms at a challenge. Certainly we need people who can think critically working these challenges but I doubt creating and funding another office will achieve the goal of shared information. Cultural attitudes and biases in the IC must be modified, a framework to communicate created and resolution of the challenges associated with multi-layered security resolved. A total enterprise solution must be envisioned, agreed upon by all players, and then enacted.
