Why should federal employees be subjected to a new clearance process done by a private company? Bad idea. Many, if not most, of us already have clearances. The agency I work for requires a new clearance to be done on existing employees every five years. Our clearances go with us into retirement.
If a private company is the best route for people who do not work for the federal government, the company should be under contract to TSA with its employees having gone through an extensive clearance process conducted by TSA or the FBI (preferable). And, because of the nature of the job, every employee of the contract company should be an American citizen. Just as a reminder, look at how TSA did with the hiring (and training) of airport screeners. They made a mess of it. I seriously doubt the TSA screened anyone for the positions.
Currently, I only fly about twice a year - even though I earn frequent flyer miles with several airlines. For me, it would not be worth paying $79.95 a year even though I do not care for the "hassle" that some airport screeners subject the travelers to. Many of the screeners also have a bad attitude and are very disrespectful to travelers - no matter who they are.
