He didn't have decision authority but the decision-maker had to rely on his recommendations! This is the price of contracting out functions involved with money! This is common throughout DoD and the services! Stop contracting out government jobs. DoD is a true government operation - no one in the world has such a mission. Stop contracting jobs in DoD or the services. Contract out jobs in departments that should not exist, such as the departments of Agriculture, Energy, HHS, HUD, Labor and Commerce, and the Small Business Administration, Housing Finance Board and Federal Reserve.

So . . . this is new? The supply/procurement system -- if completely investigated -- would have thousands of cases like this. Especially where there is collusion, favoritism and preferential treatment from above.
