This administration has become so corrupt that it now wants explicit power to ignore contracts (its word). The same is true of Congress that keeps mucking around with retirement accounts (IRAs), social security and savings.
The federal government needs to get on track to represent the American people!

So, the biggest change is that now only Rumsfeld and a few of his deputies are allowed to blatantly ignore the law? This is an improvement? Why is it such a burden for DoD to keep its promises to employees?
