Congratulations to Mr. Freedberg on an outstanding story. Well-researched, it is a thoughtful and informed piece on the nature and structure of disaster response in the United States today. This piece should be required reading for the White House Homeland Security Council staff and at DHS' emerging policy directorate. Adm. Loy said it best when he indicated that it wasn't the structure that was flawed, but the execution. It seems that Chertoff agrees as evidenced by his recent proposal to strengthen FEMA's capabilities, and not to restructure it.
