    Have you ever played the "shell game????" You know where a guy hides a pea under one of three shells and shuffles the shells to see if you can find the pea. Well Uncle Sam was the inventor of the shell game and they're placing the shells on the table to see if we can find "union bargaining" somewhere in some part of some splintered legislation/regulation. That's it...split it up then split it again. Eventually they will have moved bargaining so far away from the worker it will get lost. Isn't that the whole point to begin with? Split bargaining away from pay so it won't be declared illegal by some judge! Actually it can be as illegal as murder but once it's split it can sit there in "illegal land" and rot!! The government will go ahead with their pay banding and such as they laugh all the way to the bank (literally), at the expense of government workers.
