Unfortunately the Homeland Security Department will continue to skirt around the issues and if it loses in this court, it will simply find another one to appeal to and on and on until it finds the one that will give it what it wants: total control of all the personnel so that it can and bully them into submission, rid DHS from redress of grievances and deny employees' bargaining rights.
Basically, they want to kick people out of a job when they get to 18 or 19 years and deny them an opportunity to take it to court. They want to control people's lives. They want to reduce the retirements in the government under the guise of saving the taxpayer money.
