No matter what, the federal government will never be a first responder to natural or man-made disasters, nor should it be. There will never be enough federal employees to fulfull that role. That is the job of local and state officials on the scene. DHS has paid out billions of dollars in grants to first responders over the last several years. What did New Orleans and Louisiana do with their shares of those funds?
The federal government is there to provide support, and for that purpose, the best organization to do so is the U.S. military, which has the organization, training, equipment, discipline, and experience to take charge, once such assistance has been requested by local and state authorities. Case closed!

The Louisiana Governor complained about what other people were doing in this mess? No matter what the liberal press says the federal response to this disaster was pretty much the same as it is for all disasters, great a week or two after the request from a Governor. 98% of the blame for these mistakes belongs to the idiot Mayor of New Orleans and the Governor of Louisiana. Both are liberal Democrats if you are looking to blame a political party.
