This is just another in a long line of government "efforts" to make it seem like they are doing the right thing. I give you "zero defects" and "TQL", what ever happened to civil defense shelters, there are many more and they all had a nugget in there but they are all gone today. This to will pass without any fanfare.
The fact that a Major General says he used this method makes me wonder what star he is trying to pin on next week(say maybe Lieutenant General) or what job he is looking for in the near future.
