Why can't USDA employees continue coverage for children after they turn 22 years old, if they are still in school? Many companies allow you to cover children up to age 25 if they are still enrolled in school.

Are these health insurers ever audited or are their claims for needed rate increases taken at face value? I recently read a report, in the Washington Post I believe, stating the the Blue Cross companies -- a "non-profit" enterprise -- together had excess cash amounting to more than $38 billion.

Some of the people I really feel bad for are retirees whose premiums are taxed unlike those who are still working.
Sadly, I have a parents who have gone backwards, and then more backwards. The insurance goes up more than is received for a COLA, so the paycheck continues to decrease, while the expenses to have basic neccessities increases.
This is not right.
The insurances should only be allowed to go up at the rate of the COLA's. PERIOD.

The article says that OPM will not publish plan costs until open season. Why doesn't OPM publish individual plan pricing now?
It would certainly benefit the workforce to have more time & information prior to making a decision.

"The office (OPM) said because a large number of enrollees moved to less expensive plans last year, the government's estimate was too high. "
The government should not be paying a subsidy based on an estimate but rather on the actual outlay of funds for premiums. If many employees switched to lower premiums the government should have paid less for the health coverage and there should be no over subsidy. They budgeted too high - so where did the excess money go? There absoulutely is no reason to increase employee rates because the past year could not be over subsidized based on the statement by OPM. There shoujld be an invstigation of OPM and the health premiums paid last year if OPM says it over subsidized. This would be based on the incompetence at OPM and the employees are being penalized for that imcompetence! Congress should fix this mess and not on the backs of empolyees that only will get a 2% salary increase to pay the higher premiums!
