This is a good story. It shows OMB's report cards to be the sham they really are.
Clay Johnson should go back to Texas where he can read back issues of the magazines he failed to sell in his previous life.

What should really be questioned is OMB's ability to rate any program in the real world. They have put hundreds of domestic programs on the chopping block as being poorly run or not getting results. The OMB accountants here in Washington who count beans for and against agency programs didn't get this one right-- what a shock!
I've seen the PART and I'm not surprised. Real results don't happen on paper, they happen out in the field where all the programs are implemented by real people with a real passion for a real mission.
It's time for OMB to stop these silly report cards and paper reviews and to go out with the Coast Guard and FEMA first responders if they really want to see mission results.
But I doubt it will happen-- its much easier to fail a program at the Dep't of Education or HHS here at a desk in Washington, than to see the actual results of cutting these programs in the faces of the children.

These guys ever hear of conflict of interest? Here is an office of the President saying that the operation of an agency controlled by the President is adequate. Surprise, surprise! Congress should establish an independent commission to study the federal response to the disaster and see if it is adequate. I believe it was but the real problem is with the state and local governments and especially the Army Corp of Engineers. The engineers were not monitoring the levees during the storm and had no rapid response in place to repair breaks in the levees. This cost us New Orleans and now they want to rebuild below sea level again. Please do not use federal money to rebuild in the flood area and move to higher ground if you are going to spend federal money! The Representative from Illinois is correct even though his timing was really bad for his statements. Too bad he now will do what is politically correct and not what is right for the Nation! Politicians seldom do these days.

Somebody better raise a "RED FLAG" on this NSPS, because that is only to bring more problems. And, it is very very serious.
