And why is turnover so high-- because for all intents and purposes PTO is a factory that cranks out patents and trademarks by the thousands. Like a factory, workers face serious burnout issues.
I think that making this a corporation is a splendid idea-- this frees up the PTO Unions to negotiate over real issues and over pay. They will no longer have to go to the FLRA and Impasses panel and can expand their representation.
