Many federal employees would jump at the opportunity to participate in a telework program. The problem is not a financial or security issue. It's a management insecurity problem. The more a boss is lacking in actual management skills, the more they fear allowing their workers to work away from the office where they might actually be MORE productive when not constantly having to take up the boss's slack. It's been that way from the beginning when telework programs started many years ago.
I also wonder if federal employees would actually be allowed to accept the gift of a free lunch from the vender as it might appear to be unethical.

Telework is great if offered and worked out between the manager and employee. One can concentrate with greater project focus without co-workers interruptions for conversations. I noticed GS-14/15 managers work at home on a regular basis to just check e-mail. Employees are not granted the same opportunity or must show proof of everything performed in that time frame.

You can't have people doing telework. How can those stupid supervisors criticize you and make life miserable for you. They need you right there so they can make up lies and distortions. Telework does not have a chance in this world.
