It appears that there are too many people in high acquisition positions that don't know basic contracting. Where does the FAR say that a requirement MUST be competed every yr.? If a firm is sooo good they stand a very good chance of being awarded the contract again. That is what Past Performance evaluation is for. These officials need to take some basic courses before we end up with more of the "haves" and "have mores"!
