I really appreciated your article today. It's helpful for those who may have only recently entered Fed Service. Having recently read Jonathan Walters' report on GAO "transformation" and MSPB's report on pay for performance, it becomes clearer that the administration is intent on moving forward despite the better judgment of diverse, unbiased and non-partisan recommendations of preeminent Think Tanks. "The current mantra", that really captures the mindless pressure to reform or should we say conform to the administration's views.

Doesn't anyone find it curious that non-management GAO employees never publicly comment on Mr. Walker's changes? Perhaps fear and intimidation are additional elements of the new structure.
