Absolutely brilliant! I think this article truthfully illustrates the intentions of political appointees (well-meaning or otherwise) and what happens to Federal employees caught in the crossfire.
I served in the Federal service for 29 years, and I can't begin to tell you the amount of money wasted on purported "studies" to advance agendas (on both sides of the aisle), leaving Federal employees to pick up the fragments of yet "another misguided initiative."
It is well known, in Federal circles, that many appointees use their tenures as steppingstones to greener pastures without ever being held accountable for their actions.
Organizational charts do not need to be moved--people do! Inspired leaders need to move the hearts and minds of employees to empower them to achieve mutual goals. The Federal Government is begging for leaders--those with skills to build consensus by utilizing their most prized resources--diverse career Federal employees who care.

Outstanding article. This hits all the major points and explains the basis for why the government does not change rapidly. "Half the workers have been on the job for at least 15 years while more than a third have two decades of experience under their belts" This also identifies a crisis that Rummy is attempting to solve with the pay for performance plan that has never worked in the past and that will increase political power in the administrative branch of government.
