I strongly agree with the previous comments posted about this article. These are nothing more than cosmetic changes that give Congress, the media, and the public the illusion that something constructive is being done, while the real problems remain to be addressed.
Any "reorganization" that doesn't drastically restructure CBP and ICE is doomed to fail. DHS has been in existence for almost two and a half years, which has been more than enough time to get past any growing pains, and deal with the serious issues facing this department, especially ICE. The problems have been well-documented, and many good suggestions have been offered to correct them. What is everyone waiting for? How much further into the depths must we sink, and how much lower can morale get?
Is anyone out there listening?
