CFO act required DoD to have an accrual accounting system in place and the law passed in 1990. It is now 2005 and the DoD is just beginning to put the policies in place for such a systsem. However, we should have the system shortly (2012). That is 22 years and Congress is doing nothing about it! Guess what shortly means to the DoD - a quarter of a century!

"William Anderson, a General Electric executive, would serve as assistant secretary for installations, environment and logistics." Of coourse you always want one of the biggest defense contractors to supply the top management of the organization you want to control! Why don't you just give GE a contract to run the Air Force? I think it is high time you get people with financial backgrounds in the top management of the Air force. There are no qualified people in the area of financial management for sure and the problems in the AF seem to all center on contractor conflict of interest and financial decisions. Where is the beef?
