Since the Border Patrol is now part of CBP, why is it still turning over narcotics and narcotics smugglers to the DEA, a DOJ agency, instead of ICE, a fellow DHS agency? Do old habits die hard? This is another reason to merge CBP and ICE. Customs inspectors (now CBP officers) used to have to go through Office of Investigations special agents when dealing with outside agencies, so that the agency could speak with one voice. Since the creation of DHS, CBP now deals with the DEA, the FBI, the Coast Guard, and just about everyone else without notification or coordination with ICE, so that one hand of DHS doesn't know what the other hand is doing. Not to mention the situation on the border when ICE attempts to conduct a controlled delivery, and runs into the Border Patrol. Remember, kids, we're all in the same sandbox now. Let's play nicely, and let's play TOGETHER!

It is interesting to note that throughout all of this merger hoopla, all of the people that are screaming for ICE to be re-merged with CBP all demonstrate that they have no concept of how the system actually functions in the field. It would have been better, and more efficient, to merge ICE and USBP. The most efficient idea of all would have been to retire many of the legacy managers on ALL sides, as the mentalities and policies promulgated even today by those people are not conducive to the protection of this nation along its thousands of miles of border or at its 300+ entry points.

The elite "Ruling Class" of Mexico must be rolling with laughter at the U.S. government's profound inability to deal with the onslaught of illegal aliens pouring over our southern border. A double win for them...they get rid of the downtrodden dregs of their society..the illiterate, unskilled and diseased and in return BILLIONS of dollars flow back into Mexico each year, sent back by these wretches to feed the ones left behind. This is a SCANDAL of the highest order and yet few in this country seem to want to hold Mexico responsible for this travesty.

I had high hopes for Chertoff and gave him a fair chance. I had heard of his reputation as being a fighter, and as being a man who does what is best and what is right regardless of existing policies and stuctures. I had heard of his reputation as a man who would "clean house" and accept nothing less than positive results. Based on this, I decided to have an open mind about Chertoff and his ability/willingness to address the many crises facing DHS and ICE. Considering the devastating experience of being forced into ICE and operating under an agency and department that have shown nothing less than total incompetence since their creation, it says a lot to have been able to give Chertoff his fair chance.
Unfortunately, Chertoff has proven to be just another huge disappointment by his lack of action. When asked by Senator Susan Collins why he had not taken more measures to address the problems within ICE, such as merging ICE with CBP, his response was absolutely no different than any of the other garbage we've been hearing from anyone else in charge of these organizations since their creation. Now the burden is on Mr. Chertoff to prove to us how he is NOT just another failure. And at this point, I sincerely doubt that will ever happen.

Chertoff's solution is to appoint a "new program manager" to oversee Border Security/ Illegal Immigration in ICE. Well, we need a new program manager like we need a hole in the head. Perhaps the well suited Asa Hutchinson may want to come back or Tom Ridge ; whoops I forgot, they now have 7 figure income jobs in the private sector, consultants concerning government contracts, conflict of interest, things of that nature. This Agency has absolutely no credibility with its employees ( ICE) Agents or Congress to "Get with the Program" and do the right thing. Throw more technology at the Illegal Immigration problem Mr Chertoff ? You are fooling no one sir, including yourself !

We HAD this at old INS. It was the Office of the Executive Associate Commissioner for Policy and Planning. It's main purpose in life to me was to prevent the enforcement parts of the organization from doing their jobs properly. I would not be surprised to see some of the folks from that shop end up at the DHS.

Of course ICE & BHP won't be merged effectively, as President Shrub and Presidente Zorro want a guest worker program in place by 2008! Just wait for the next shoe to drop....

Once again we have high ranking government officials proposing still more studies to find solutions to long standing problems, when they have little or no background in this area. Rather than listen to those with EXPERIENCE in this field, they turn to think tanks and other so-called "experts" for solutions. Instead of spending scarce taxpayer dollars on more consultants and studies, they should talk to the professionals who have chosen this line of work as a career, and learn what REALLY needs to be done. Otherwise, whatever they do will amount to nothing more than another bad joke and a charade.
It was bad enough to merge different agencies with nothing in common (Customs, INS, Agriculture, Federal Protective Service, etc.) into this mess called DHS. This mistake is compounded by the failure to merge CBP and ICE into one law enforcement agency. It's like telling the NYPD to divide it's uniformed officers and detectives into two separate agencies, which will then work against rather than with each other. Unfortunately, as long as the government continues to let lawyers instead of professional law enforcement administrators run these agencies, these problems will continue.
