Old Newt just can't seem to fade away quietly. Now he wants to mess with the Smithstonian's handling of the National Zoo. What's next, the entire Smithstonian complex of museums? Obviously a "public-private" management would work better for them, too. If nothing else, there would have to be entry fees because the private side would need the money to "help run them".
Newt needs to get a grip. Animals in zoos die every day. Changing the management system isn't going to change that.

This one is really easy. THERE SHOULD BE NO NATIONAL ZOO!
If the feds want zoo facilities they should provide funds to local zoos, such as St Louis, San Diego, Etc. and tell them what exhibits they are willing to fund. Then the local zoos should provide the exhibits they want to provide and the feds should fund them. You could have each local zoo bid for each exhibit just as contractsd are bid with the private sector by the government.
