Mike-in many cases you are correct. But, I also know that many times people in management can abuse their authority and discriminate. They do it even when there is an agency to investigate. Think what they would be doing if there wasn't an agency "keeping them honest."

It will be interesting to see if there is any difference on how a agency reorganizes. When the IRS management stated they were going to thin management layers they doubled the number of managers and reduced the number of frontline workers. Will the EEOC reorganization be the same?

I think a re-definition of EEO needs to be done. There have been way to many wasted efforts, and tax-payers dollars spent on nothing! Those folks who think the world owes them a living--went to college and have no common sense--and use crybaby complaints to get advancement have bastardized the true definition of EEO.

Now we are getting down to the reality of the personnel systems the government are trying desperately to employ. Get rid of people with time in government and replace them with young people who don't know anything. Now we are making it better for everyone, I think not.
The National Screw Personnel System and No pay for performance is all geared to run the government on the CHEAP. You will get what you pay for and since you are not paying for anything that is what you will get in return.
