So, to the last poster who said NSPS wouldn't be so bad..
Nope....NSPS might not be so bad..if the same people that are holding you back now don't get to decide your raises, promotions and perks under NSPS. Any manager that blames the current system for why he/she has to stick it to their employees is really copping out and full of it. You would be a fool to believe that you can't get a raise, promoted, etc. under the GS system because your manager can't do these things for you. They've always been able to do anything they wanted.
Perhaps some of them believe that if they only had even more power they would become competent.
Glad I cleared that up.

So Professional Employee, you tell me to travel, work hard, etc...and I'll get promoted. So far, I haven't seen it, and I do travel, work hard, move around, have my education (a master's), etc. Instead I get told I'm not eligible or selected because the selectee was a veteran. Whoopie... I'm a reservist and don't get any favors from the government. The work ethic of many veterans don't impress as a manager either. I'm beginning to think the NSPS isn't so bad.

If the unions are obstructionists, then you should gladly give up your pay, benefits, work schedule, holidays, and the myriad of other improvements in working Americans' lives that union brought you. And you'll love the new personnel rules where all that matters is pleasing your master.
If the unions, in particular AFGE, had their way, there would be no A-76. Having also been OUTSOURCED BY A-76, it wasn't AFGE that put my job out for competition, but my employer.
Off your backsides federal employees. Stand and scream as loud as you can. Before it's too late.

WAKE UP AND SMELL THE COFFEE... 'Professional Government Employee at the Pay Cap'....I AM tired, I DID my job AND MY CO-WORKER'S JOB, put in for MANY promotions, went the extra TWO AND THREE miles, always willing to travel, I DID relocate, I DID get a college degree, and took on a MULTITUDE of additional duties. I GOT RECOGNIZED ALL RIGHT...I GOT A-76'D! THIS IS WHY THE UNIONS CONTINUE TO FIGHT!!!!

Yawn...again the unions are being obstructionists. The unions are so predictable and are really something not to take seriously. Get over it, get with the program or seek employment elsewhere. I am tired. Do your job, put in for promotions, go the extra mile, be willing to travel, relocate, get a college degree and take on additional duties then maybe you will be recognized and promoted like I have been over the past 20 years.

I would like to encourage the Unions to keep fighting. I do not think they will win, but that does not make the fight any less worthwhile.
NSPS continues to be an awful system that trying to fix a non-existent problem. The GS system could use some tweaking, but it should not be thrown out. Why aren't they spending more effort reducing the regulations which inhibit our ability to perform our jobs.

Simple question-- Why?
Let them fail-- Let the entire Department fail to be able to recruit and retain civil service employees because nobody wants to work under NSPS. If you can't collectively bargain then organize like crazy-- even in places where you are banned.
There may come a time in the not too distant future when DoD management pleads for your assistance because they went too far.

These unions are as pitiful as anything going. They have put themselves in bed with management so many times thru their existence that they have no integrity nor honor left. They have done a great deal to make life hard for veterans who have tried to gain employment in the federal sector and yet stand up and brag what they do for veterans. The whole thing is a scam on the workers but especially those with disabilities that they should have been helping. Now the shoe is on the other foot and it sounds as though they don't like it.
