As a Financial Manager at the Installation level, I can agree with Mr Tweed's comments. Compliance with rules of obligating funds is not possible because of cash flow issues and OMB's allocation process to control cash associated with treasury warrants. The other dilemma is that the Army is forced to work on virtually a month to month basis at times to finance the war effort and must use normal appropriations until a supplemental is passed. This leads to incremental funding. This budgetary "business practice" is creating havoc throughout and it is not a good way of doing business and creates a breeding ground for waste. All to avoid an Anti Deficiency Act. So for the long term Mr Tweed may have to continue in current fashion. What congress and the GAO need to review is the process of financing operations but this is not likely. Such delayed decisions coupled with the Services' (Army in this case)corporate mindset to spend more than it has banking on bail outs is want need to be looked avery hard. The Army's most recent failure with an ADA in '04 waas the Insatalltion Management Agency; the irony or hiprocrasy of IMA is that's it's being touted as a "success story" and endorsed by a Senior Army leader as "the way to go". Then we wonder what's wrong with the picture.
