On the surface, the increase for telework sounds like a wonderful idea, but what measures are in place to ensure that only qualified employees with a GOOD work history are the ones on telework? The push to increase telework by withholding $5 million from agencies that fail to boost the number of employees who telecommute would lead one to believe that agencies might approve telework for employees that DO NOT have a GOOD work history.

A lot of work is already contracted out (Govt or Private industry) whether an organization uses telecommuting or not - so what. Try developing surveillance and weaponry equipment and running laboratory tests on them by telecommuting.
Concerning the "virtues" of contracting out, read the June 16 Govexec article:

Sure, many elderly have advanced degrees/experience and are now retired from those fields. Our MS and Phd personnel are not in Philosophy or Art History. BTW, I didn't know that you have such knowledge of my qualifications.

Here is an example of a government worker that thinks a tirade of name-calling constitutes enlightenment. They never address the point that if you can telecommute, you can be contracted out!
By the way, there are plenty of stay at home Moms (disabled and elderly) that have masters degrees and PhDs and experience better than yours. You're the one that needs enlightenment.

You are so misinformed. You are missing the point in your facetious and dumb remarks. I, for one, don't care if I telework or not. I have more than enough work to do and results to show for it to justify my employment. We already have contractors that work very well with us as a team. Go find your "mother, disabled person, or elderly type" with a Masters or PhD credentials (required, by the way) and years of experience for the type of work we do.

Guess what? If they do not need to be in the office, they do not need to be government employees! If you telework, either you are unnecessary to the operation, you are a bottom feeder in ability, or your job can be contracted to an individual that has to stay home (such as a mother, disabled person, or elderly). I think we could contract ther function for $10 an hour (easy) and avoid significant costs to the government and ultimately the taxpayer! Frank didn't go far enough but it eventually will get there!

I already work away from the office, IN ADDITION TO THE 55+ HOURS/WEEK I WORK IN THE OFFICE. We do have 1 or 2 who are allowed this "telework" perk. They fit into a certain "quota" category (as in promotable by non-meritous means) and are kissing "you know what" most of the time. Why are you stating that "telework makes for happier and more productive employees"? THE REST OF US WILL NEVER GET THIS ANYWAY-GUARANTEED. How about instead of implementing something that management will never grant us; stop something that is in the works now that WILL happen and make us unhappy, less dedicated, and totally demoralized: Get rid of NSPS, base closings, and let us do our work. This WILL make us happier and more productive. No more oppression!
