Dear "A Taxpayer:"
You know well that most civil servants don't make that kind of money, unless they have strong technical skills and education to offer. Only top managers make over 100K. Most make modest livings.(Please tell me where these jobs are, I would like to give up my high stress and highly technical job and make that kind of money you say while doing nothing). If you just made this up you need to quit smoking dope and get some help. You won't get rich working for Uncle Sam. The cost of living is high in the United States. What is your solution? Import or outsource to third world labor? We do that already. Or should we work for wages below the poverty level and lower our standard of living? -

I am truly amazed at all the whining going on when some may have to show accountability to justify their existance on the job. Look at United Airlines or Delta or US Air or even General Motors for that matter. What happened? Well the main thing is that labor costs (including benefits) became too expensive. . .just like our Government is becoming too expensive. When clerks and secretaries are making upwards of $40K to $50K, it is no longer cost effective. And when first line supervisors make $100K +, Government begins to cost too much, especially when contractors do most of the "real" work. One day it will collaspe under its own weight.
I have seen some very hard working Civil Servants, but for every hard worker there are at least two "hangers-on". I have also seen the "two-hour lunch bunch", not just once in awhile but every day. And also the "conduct personal business on Government time" crowd.
Guaranteed raises, four week vacations, and cheap health benefits are nice, not to mention the boondoggle training in faraway places . .but. .somebody has to pay the bills and that somebody is named "taxpayer".

Haven't any of you heard? NSPS has been declared a success even before it is implemented. That's why they are spreading the "good works" to outside of DoD.
Now, in the future if you get demoted because management doesn't like your attitude (courtesy pay?) ...then you can always get a job as a Wal-Mart greeter...

To DOD Taxpayer - the unions have tried your plan and will continue to encourage the federal employees and their families to voice their concern with NSPS. MAYBE WE CAN GET CONGRESS TO LISTEN because DOD darn sure didn't. REMEMBER the 56,000 plus comments during the comment period?
Those comments, mostly unfavorable, were run thru some high priced software and discounted by DOD.
NSPS is not even in place yet and now legislation to enact similar provisions by 2010 for the rest of the government? A move to COURTESY PAY?
VISIT WASHINGTON ON JULY 12TH AND LET YOUR VOICE BE HEARD.

I agree with DOD taxpayer. Now is the time to write to our representatives, and get everyone you know to write to them. Otherwise the National Shaft the Personnel System will come to pass and we will have ourselves to blame. We all know this is nothing but a way to do away with civil service and for this administration to line its pockets and those of their rich friends (Read contractors.) Thanks to those Union folks who did try and help, I can understand the frustration.

The Bureau of Labor Statistics (BLS) system now has steps by years to reward an employee for staying in the job. To have an "elite" group will create morale issues because it will become a system of favoritism. It will create an atmosphere of hostile employees who want to out perform and the power struggle will begin. All this new pay for performance is creating is more favortism & backstabbing. The people in power will get all the rewards even if they just occupy a chair. Their friends will get the best jobs and receive the rewards. Look how TSA rewarded their people. Didn't HUD go overboard in their award system last year?

Defense is postponing implementing their new personnel system while OPM is getting ready to devise a new one for the rest of the government based on the success of the Defense personnel system. Circle thinking like this is why we need to keep the old GS system - it may not be perfect, but at least it works.

They must be right, look at the number of people that voted for this corrupt man. He really pulled the wool over their eyes.

As a union participant in Meet and Confer with DOD/OPM on NSPS, I cannot begin to articulate the sheer frustration and disappointment I experienced. Whenever the unions offered alternatives, alternatives that allowed the Department to accomplish their National Security mission, we were told time and time again that due to the rigid stance of this administration, our proposals could not be accepted. The ultimate slap in the face by DOD was when they went up on Capitol Hill and characterized our participation as only wanting the Status Quo. Our goal is fairness, protection, and checks and balances. We never responded to DOD with status quo.

This is the time the Unions need to get every member, and those that are not members, to write in comments. The statement is that the plan will be implemented within 30 days regardless but that is sure to happen if there is not a wave of write-in comments. This is somethiing the Unions can and should do and will show all civil service that the Unions might help employees. come on Unions get with it and send all your members a draft form for them to sign and send in. Make sure they know the proper address and timetable because they are not used to lobbying or writing and you need to lead!

For those of you who have never worked for DoD, you have no idea what a bunch of amateurs they are. I work for DFAS and they couldn't find their way out of a paper bag with a map, boy scout, and compass. This is going the same route FCP is. Wasting millions of dollars on something that will never work. I am not afraid because of my capabilities, I am afraid because of DC politics. I have seen first hand how we DoD employees are awarded for hard work and dedication. It just doesn't happen. God help us.
