I bet anyone that Halliburton is not vexed about how to pay subcontractors (after they get their kickbacks) OMB should put it all under financial matters labeled "graft and corruption, 101) and pass it out to all the thieves both in and out of government, who deal with the government. The money would be easy to track then, i.e., when the overuns and kickback money is paid out, just list the amount and to whom it was paid. The american people will fully understand, as they are used to it. Think of all the money the taxpayer could be saved if the crooks would just admit they are crooks. Don't worry we can handle it.

I am not surprised to see this as an issue. I AM surprised that it took so long to be come an issue! When GSA issued schedules that included the ability to issue "commercial" orders under a Time and Material (T&M) basis I knew trouble would be brewing. There has been a long ongoing debate as to whether T&M orders are negotiated "fixed" hourly rates that are fully loaded or whether they are actually a hybrid version of a cost type contract.

Wow. This really runs the ideological spectrum--from A to A-, a classic battle between the far right and the far, far right. Where is the other side? Not even Project on Government Oversight. In her previous column, on a union's attempt to prevent VA from illegally privatizing a laundry in Pittsburgh, the author quoted extensively from the other side. What should we expect from a Web site that covered an orgy of contractor self-promotion instead of the bipartisan beating (i.e., Langevin Amendment) administered last Wednesday by the House Armed Services Committee to contractors at the mark up of the defense authorization bill?
