Lets see if we can figure this BRAC thing out. The retired generals get their marching orders from the Rummy, they get out there red and blue maps from the 2000 and 2004 election and start making cuts. Once they have penalized all the Democrats for voting they turn the list into the Rummy. He laughs and takes it to his band of thugs and they get a good laugh out of it. Next they give it to the King in the white house and he gets a good laugh (Rove is looking over his shoulder) and the plan is ready for implementation.
Oops there is the problem, there never was any idea how implementation was going to take place. Not to worry, we will do that some time in the future. King George tells Rummy to tell all of the bubbas to keep quite until Congress passes the voting act of 2006, I'm sorry the BRAC list.
