    Ah, yes, the old "move out of leased space into owned space" ploy. The Aviation and Troop Command in St Louis was BRAC'd in 1995 because of that same excuse. Who held the lease? GSA. Where did they go? Huntsville, AL. Is it an "owned space"? No. Who holds the lease? NASA. Was the NASA lease cheaper than the GSA lease? No. What did they save? Not much, since more people went to Huntsville than they planned for.
