Too many generalities! Male vs. Female, male vs. male, active duty personnel vs. civilians? Also, what constitutes a 'sexual assault'? This study is flawed, so don't waste our valuable time on it.

Well, isn't it too bad that civilians are now being monitored in sexual assault cases. Do they expect to only charge military personnnel with these acts? What makes civilian employees and others in the government employ (or out of government) think they should have the right to assault a member of the military service and get away with it. Civilians have had their way against the military for decades and have gotten away with it. If they are going to work for the government, they need to be held accountable.

Another 425 cases involved allegations of assaults by service members on civilians. The Pentagon's previous reports of sexual assault have not included allegations of assaults involving civilians.
This really shows what the military thinks of civilians! Now they are going to get a pay for performance system that will reflect the same values.
