The money Congress owes the USPS for nonprofit mail refers to deferred payments for an old debt. Nonprofit subsidies ended in 1998 with the last of several annual increased called for by the Revenue Forgone Reform Act of 1993.
Although nonprofit mail continues to receive a preferred rate, that amount today covers all attributable costs for delivery and even pays a little to overhead.
