Great issue. I have seen the pendulum swing. It would be helpful to have additional references and further readings in the article. Also it would be interesting to have more case studies illustrating pros and cons and under which conditions centralization and/or decentralization can work to the optimum. Are there any best practices or models out there? Anything government can take from private industry? Dr. Rebecca
