Using generic specifications when buying IT products has been a proven disaster. Receiving 100 PCs from Ed's PC World out in town costs the government much more money in labor and resources than is saved on the purchase, not to mention the support issue, which is sometimes non-existent. Going back to this procedure sends Army procurement back into the dark ages. Groups such as the Army Small Computer Program were created specifically to try to standardize our infrastructure and it has worked.
