They will end up buying a few high tech planes that may not even work right. The current cargo planes work just fine. If we need more, buy more of the same, established, reliable technology.
If this were a legitimate bill it would be submitted through normal channels for debate not tacked on to a different bill and pushed through Congress. Some company has bought some influence.
Sometimes, good enough is GOOD ENOUGH.

The war in Iraq has subjected existing Air Force cargo planes to very heavy use. This has decreased their operational life expectancy and makes it necessary to move funding towards replacement of these aircraft. Since the Air Force is more interested in getting a new fighter than replacing their cargo planes, keeping this contract is important. There is a mechanism for rooting out waste and fraud, without completely deleting funding, and buying these planes is important to maintaining US military capabilities.

Since the Senators from VA pushed this bill, I think the Navy should reward them by relocating the KENNEDY in Norfolk.
