Federal managers will never willingly use such software. What happens when a computer program such as this becomes so powerful that it actually starts identifing which managers are incompetent? It's rather well known that many federal managers are not productive and this kind of software may be able to identify who isn't pulling their weight and who makes bad decisions.
What if outsiders like environmental groups gain access to such software? Would it allow them to prove once and for all who is responsible for various problems in the government? Heaven forbid!
