How can this Supervisory SA in ICE, former USBP call this 2006 Proposed budget "great news?" Have you ever heard of the term authorized Positions in a budget process? In the planned Bush Budget for FY 2006, only 210 Border Patrol positions are funded for the 2,000 plus authorized positions for that fiscal year(2006). How can this be great news? Also what about the proposed 2,000 plus interior enforcement Special Agent Positions in ICE for FY 2006, how many of those "authorized " positions will actually be funded? I wouldn't bet the farm on that one either. Ditto for Detention & Removal IEA Enforcement positions. I wonder if the FY 2006 budget proposal will finally fund the issuing of our new badges and credentials; what a novel concept. I just hope that the DHS uses some of its discretionary authority and offers early "Buy outs" for eligible SA'S. Now that would be great news for many and save the agency money; new GS/7 trainee salaries for trainees to eventually replace the mass exodus of GS/13 something salaried SA's or whatever will fit in that approriate pay band under MAXHR would save this Agency millions of dollars in the budget process, notwithstanding the loss of talented Agents that this Agency doesnot seem to care about losing.

Great news!!! Maybe now ICE/INV will get the requisite funding to achieve some of our objectives--whatever they may be. I am all for border security as being a former Border Patrol Agent I understand the importance of a strong border initiative, however there are parts of the Rio Grande that I can take you too that unless you have BP Agents holding hands from Brownsville to San Diego like Red Rover Red Rover send them over, you will never ebb the tide. Interior enforcement needs to be addressed and funded in a concerted effort, commensurate to the funding of other DHS components, to achieve a balanced Homeland Security.

As a tax payer I take offense to the FY06 Budget, The President cut many programs, but he did not cut the pork belly funding from the congressional parties' requests. If funding can be cut from the first responders, police, surface transportation, low income family health support and many other important program areas, it is only fair our Congress and Senate can give up their funding request to assist in balancing the budget in the years to come!
