The one thing not mentioned in outsourcing articles other than the GOV wins a high % of the competition is that while they may win it is at a lesser cost so the output may slide since there are fewer individuals to do it. It is also forgotten that if the GOV wins this year they may be faced with another A-76 study down the road while once the GOV loses (& that means everybody in the good old US of A ) the contractor never has to bid against the GOV again only other lower bidding contractors who may or may dot have any Corporate Knowledge. The current personnel would be ok if it was applied uniformly by knowledgable supervisors & maangers - To throw it out for something of an unknown benefit appears to be throwing out the baby with the bath water.

All this does is let the Government save a lot of money by not giving us our yearly cost of living raises.

It appears that we federal workers are again being slammed as non-performing and a waste of funds. I wonder... how many of these competitions will be won by Halliburton & its other companies? Federal civil service workers are an easy target, at the DON the new personnel system brings us back to a time when there were no Unions for us. Does anyone wonder where all the foreign aid goes to? It is not accounteed for once it leaves the U.S. Just as the $8.8 Billion dollars now un-accounted for in Iraq... gee, where might that money have gone... whose pockets are lined with it? Write your Congress member, let them know how you feel, let them know how you will be voting them out if this isn't stopped. It is not too late!

Somebody said, "Don't fix it if it ain't broke." Another said, "Amend it, don't end it." So, the present order was good enough to WIN The World War, The Cold War, The Korean Conflict, The Viet Nam Conflict, Desert Storm, Operation Enduring Fredom and so forth but all of a sudden is not worthy of preserving. How quickly we in Federal service go from loyal contributors to the Nation's defense, health, research, preservation, exploration, etc. to a group of underperforming, self absorbed minions whose only motivation is money....

It's an insult and a slap in the face that Bush doesn't think that we Civil Servants are just a deserving as the Military. There are many, many Civil Servants who are serving in the same dangerous areas as the Military and don't get NEARLY the pay they get. We are now just another fund that robs Peter to pay Paul. The Feds are going to have a really tough time hiring and RETAINING any workers from now on. What a disappointment, but, the Democrats are voting for these changes also. All politicians need to be replaced.
