It seems misleading to include the Small Business Administrations 7(a) loan program in a story about programs which are being cut. For FY2005, Congress went along with the Administration's request that the 7(a) guarantee loan program become "self-funding". By virtue of raising fees to borrowers and lenders, it is true that no "direct appropriations" are required to operate the program. Nevertheless, in no sence is the program being "cut". The SBA is requesting $16.5 billion in lending authority for its 7(a) loan program -- almost a 25% increase over last year's request.
