By "dysfunctional", the senator hit the nail right on the head, at least as far as ICE is concerned. In addition to employee unions, I hope Mr. Chertoff also speaks with the Federal Law Enforcement Officers Association (FLEOA), as well as ICE agents themselves. He would surely learn a lot about what is wrong with this organization, and how to fix it, if he listens to those of us who are actually out trying to do our jobs, whatever they are. Unfortunately, his predecessor didn't, and neither has the current head of ICE, Mr. Garcia. If Mr. Cherfoff wants to get to the bottom of this mess, and truly fix the many problems at DHS, this would be a good place to start.

The following quote is interesting but doesn't paint the full picture- Sen. Bob Bennett, R-Utah, said that the situation Chertoff is stepping into at the department "can only be described as dysfunctional."
In the January 2005 Issues of Merit published by MSPB, the cover article talks about Improving Organizational Performance. As the article mentioned the key isn't really pay- the key is "employee engagement." The new DHS HR regs I'm currently reading is just filled with employee disengagement-- in labor relations, employee relations and performance management.
I'm also reading a wonderful book called ZAPP, the Lightning of Empowerment by Dr Byham and published in 1988. One can ZAPP and build performance or SAPP and destroy it. It looks like DHS is in the SAPPing mode. Until this changes and employees become empowered and partners with the agency, Senator Bennett's word dysfunction has to continue and DHS's mission is way too important to let this happen. My advice is to start empowering employees, engaging them in their work and workplace, and ZAPPing the workforce.
Good luck to the new Secretary- I've seen very little ZAPPing in the federal sector.
