To Manager: The reason there are slugs in the system is that managers fail to do their jobs in addressing poor performance. Most of us would prefer to avoid conflict; however, being in a leadership position requires the ability and commitment to make hard decisions -like addressing poor performance. If managers would do the necessary work to set standards, communicate those standards, and then hold folks accountable for not meeting those standards, maybe we wouldn't have so many "cry babies" in civil service. Yes, it takes time and effort to weed out the bad but that's part of the responsibilities of your position. If you're doing what you should be, you'd be covered when someone files a complaint or grievance. But too many times, I've seen managers fail to do the hard work. And, the rest of us pay the price. I've been in DoD for almost 24 years and have seen the good and bad with labor and some seriously psycho managers who want the pay, title and power but not the responsibilities that come with it. Folks, if you think managers with this attitude are bad now, just wait until NSPS. "There are an enormous number of managers who have retired on the job." Peter Drucker

Here we go again. The majority of government employees are a buch of cry babies who don't know how good they have it. Are they mentally ill or what?? If you do your job competently you will be paid well, you will receive good benefits and be employed for 25-35 years if you so desire. However, if you are a slug and one of those who demands this and that, you won't last long and you will always be in fear of losing your job. If you all spent the same amount of time doing your job than complaining about it then you might be recognized. I know many of you feel that you are not appreciated and that you somehow feel your rights are being violated whenever management makes changes but remember to look at the big picture, not just your selfish little self who wants attention.

If Pay for Performance is such a good idea, then why is the super duper FBI not going to it? This is just another avenue for the G to screw over its employees when it comes to compensation. The G would never propose any program that would benefit an employee! This is another way to eliminate raises for the G's two largest departments- DOD & DHS.

It appears to me that anyone who believes that this system will improve Federal Service lives in a utopian fantasy. Does anyone actually believe that people, once they become managers, stop being human? That they turn idealistic and impartial? Of course not. Is this the return of the political patron? What is to keep the new pay for performance system from being used as a budget management system? Please think people. Once again, the public is being suckered by administrative propagande that relies on a few extreme examples to justify a reckless decision. Shame!

....And we thought the "good 0l' boy system" was bad. This only gives those in power, the selected few, and racist more leverage and power to do even more damage to an already troubled system. What is to keep them from abusing the system more than they are abusing it now? They have the president to back them up to continue their ol' buddy system. What a moronic thought if anyone with any kind of sense would think that this new system would work equally across the work force.

And it is of FDR although I would gladly hang a picture of Truman if I found a good one. In fact, I would even hang a picture of Mr. Reagan. There are only two Presidents portraits I will never hang in my office and one is Andrew Jackson. I will gladly hang the portrait of this person's father but not him. And I'm not speaking of John Quincy Adams!!!!

Cindy Connel needs to either get a life or provide some facts for her conspiracy theories. Problems with the proposed changes to Civil Service will not be changed by mindless ranting, only by well thought out and reasoned thinking that convinces Congress to perform its job correctly.

My significant other works at the Securities and Exchange Commission where political appointees illegally forced her (and many others) into accepting a "voluntary" downgrade from a supervisory contracting position because she wouldn't play the political games, but rather attempted to properly spend the taxpayers money. She had been threatened with removal if she didn't accept the downgrade. Since we couldn't afford to fight them she acquiesced. This is the type of corrupt management that the new pay systems will rely on to make pay decisions. Believe me, merit will be low on the list of criteria for pay decisions.

WAKE UP - it has never been about national security but always about management flexibility and eliminating worker protections. The new rules for DHS get published tomorrow and DOD's have not even been proposed but OMB is touting "not disadvantaging other agencies". How do they know either of these new systems will work?
Oh yeah, that's right. It doesn't matter if they work as long as management has flexibility.
Maybe if every federal employee and those who rely on their salaries, benefits, and valuable services they perform all wake up at the same time this madness can be stopped.

With all due respect Senator Lieberman, you've been had. Please stop buying medicine from a snake oil salesman. You and your moderate Republican peer Senator Collins understand the importance of a deliberate and consensus based approach to the modification of the Pendleton Act and the system that has existed for decades. This administration could care less-- they want it done and they want it done yesterday. And they believe that the ends justify the means. It may already be too late but I urge you to rally the Democrats and any Republicans left with any common sense and back bone to stop this mad dash toward destroying America's Civil Service.
In my office hangs a picture of the President-- Franklin Delano Roosevelt, 1947-- How can this President wipe out a hundred years of federal civil service legacy? Congress has the constitutional obligation to stop this destruction and it is much, much more important than any partisan differences and party loyalty-- the very foundation of our Republic is at stake!

This is yet another step by Bush to destroy the unions and thereby remove the meager thread of protection which exists for these workers. Again Bush can't relate since he has always had the gold spoon in his mouth. He has no idea what it means to really go out and do a honest day's work or depend on yourself rather than the family name. If he really wants to show his support for the "Pay for Performance" plan why won't he let us evaluate him, Cheney, Ridge and the other top dogs and let us (the people/their boss) adjust their salary? My vote today is he hasn't performed well at all and needs to have a cut in pay and benefits. Oh speaking of benefits, since Bush seams to think one system is great for all, why don't we put him and the big boys on the same health benefit program as the rest of us? Why don't we let them start paying some of their costs? Also why don't we put them on the same retirement program as the rest of us? If it's good enough for the rest of the government workers, why not Bush, Cheney, Ridge and the rest of the porkers? Sure wish we had Alan Keyes (he was the smart one) today rather than Bush but Alan didn't have the family name.

With everything I am reading about Bush and his administrators, I now believe we have a dictator for a president and the so-called right wing party is also just another way of control and dictatorship. I don't understand how one man (Bush) is getting away with all of this. I don't understand why the American public does not see the truth about this man and his family. They are evil people who don't care about you or I. I would bet my life that he had a part in 9/11 and the tsunami in India. It is possible for man to have caused this if you do the research. How convinient for our President and others that India is now in need of support. Is our president and others going to five them an ultamatum regarding the pipe line they want running through? I hope someone has the guts to remove this man from office. I would volunteer my time for the rest of my life to see him removed. Is daddy (bush father) and Clinton trying to make up for what he did by their speech about the public donating to help the cause. Before bush the US would be one if not the first to give aid. Now it is the publics responsibility. How much money have they given to aid others. I doubt very much if any. I had a lot of respect for Clinton now I am disgusted with his support of the republican party and his friendship with the Bush family. He is part of the Skull and Bones group which explains why. Please look into these secret societies. You will be shocked at who and what is involved. They have had plans to control the world governments secretly. Please look into it.

If Mr. Gage and the federal Unions had been more responsive to the needs of federal employees over the past MANY years, their membership would probably be significantly greater and the Bush administration would take them seriously.
The lawful rights of federal workers have been abused for a long time now. Safety is a joke in many federal workplaces, management is abusive and the Labor Department routinely commits the most inhumane crimes against injured federal employees. The Unions did NOTHING. Federal workers suffer. The Unions play politics. Federal workers ask for help. The Unions make excuses or ignore them all together.
Federal workers need a new Union. The old ones seem to be broken.

We Civil Servants were hired under a contract to be paid under the General Schedule (and other schedules) and here the Gov't is violating that contract. Where are the Unions and lawyers at? Give me my right to strike then. This started in 1999, so, the blame needs to go to the right administration, as well as the current one.

In a country based on human rights and equality, I see no logic for a disparity between VA (government) workers and others. It would seem that a government which fails to support it own integral work "units" cannot expect cohesiveness and dedication therein.As such the government undermines that which they govern and, ultimately, themselves. This is the UNITED STATES OF AMERICA....so, let us remain united throughout.
