What top ranks? Ridge, Doherty, English, Loy, Libutti, and now Hutchinson have bailed out, leaving a management vacuum at DHS. Then again, considering what a lousy job they did, we may be better off without them. This agency was unnecessary to begin with, and was a kneejerk reaction to 9/11. DHS has no real authority to investigate terrorism, much less stop it, because terrorism investigations are within the sole jurisdiction of the FBI, which jealously guards against any encroachment on it's turf. Eliminate ICE and give Customs agents and Immigration agents to CBP, as separate investigative divisions. Give FPS to Secret Service, and FAMS to TSA where they belong. Simplify DHS, and return the missions and jurisdictions stolen from Customs by the FBI and others. Then we might be on the right track to make this country more secure! President Bush and Congress, are you listening?
