The FBI reminds me of Xerox in its heyday. Their early copiers couldn't copy 100% to 100%, so they marketed the advantage of having a margin so that one could make notes on the copy. Their early copiers couldn't copy blue ink (That is why government pens were in black ink and required signatures be in black ink) so they marketed the idea of using blue pencils to make corrective notes that would not show on additional copies. The Japanese were so fooled that they put "erase blue" and 95% reduction buttons on their competing copiers. The real story of the Resendez-Ramirez railroad murderer never came out, but shouldn't basic common sense force a reasonable person to ask the question, "if the INS arrested Resendez-Ramirez twelve times, how come the FBI couldn't arrest him once?"

"FBI agents are the most honest, intelligent, capable and dedicated employees in government, and they risk everything to protect our national security," said German, who choked up with emotion. "But unfortunately, too much of their talent is wasted by mismanagement."
Most honest? Google "FBI agent arrested" (with the quotes) and you get 2,610 hits.

Simply put, again the problem is a result in no one being held accountable. You can bet that if investigations found the managers were responsible, any actions brought against them (if any actions at all) will not be severe enough to deter the next guy or cause the existing managers to worry about the limp punishment. This goes so far up the chain that everyone is hesitant to do anything. As a long time government worker, I know it is only the ones at the bottom of the ladder that are delt severe punishment. Those up line are protected and their crimes covered up.
