The Gov Trav program is confusing, and very time consuming. I am convinced it was designed to discourage travel and if so it is working. I spend more time trying to recover travel money than it is worth. They should develop a new expense code to justify expenses used just for the time that is wasted trying to placate this software. I deal with two states and do not know anyone who likes this software. You know something is up when the software provides no human support or contact information. On one page it states "Please let us know if you have any comments or concerns". Good luck with that one.
