It would be very interesting to see if there is a corresponding change in leadership ratings for those offices involved in the downgrading. After all, when an agency is rated green, there is a whole lot of room for improvement, and that is an average score. So to drop in ratings means that a number of SES's (career and political) really screwed up. GovExec, please follow up and report on the number of unsatisfactory ratings from those organizations.

Anyone else think Stan's "the scorecard is not ENTIRELY a sham" quote proves too much? Stan's a smart hombre. He and everybody with half a brain knows the scorecard is a complete joke that does nothing to improve management. Only Deputy Secretaries take it seriously, and that's only after somebody tells them they are in charge of "Management," and the scorecard is an "administration initiative," and thus is hugely important, since DepSecs only have their jobs cuz of political payola anyway.
GovExec should ask workers at "Green" agencies if life is really better there.

King Soloway declares, "Anybody who thought the score card was entirely a sham is wrong." It takes a large amount of hubris for the money grubbing king to admonish the federal government.
That said, I wonder how much of the blame King Soloway and his greedy cronies are willing to take for the overall declining OMB scores.
Contractors, who make up most of federal agencies' demographics these days, are certainly not shy about grabbing taxpayer dollars in a two fisted manner. It doesn't always matter if taxpayers get a fair return or not [witness - FERS website, NMCI].
Mr. Soloway laughs all the way to the bank.

The "improper payments" thing has played out oddly at State, where lots of transactions got defined as "improper payments" because the budget folks changed the rules on documenting grant payments without telling the program folks.

Please go back and remind the DOD spokesperson that Thursday was NOT a Federal Holiday! Liberal leave in the Capital Area is NOT the same as a paid holiday and for the rest of us who don't work there, it was just another day in the salt mines.

As predicted, now that the election is over and the term is secure for another 4 years, it's back to 2000 again with the hard core outsourcing numbers. Hello Angela Styles again. There won't be any satisfaction for a passing grade until it's 100% outsourcing. A reason that lost its way and meaning years ago.
