  The idea of strong internal controls is outstanding and should be implemented for every government unit including Congress and the courts! The problem that I see is that the operation in which I am involved is audited every year and sometimes various segments within the same year. This has been going on for the past four years and wastes our time and that of the auditors! We know the audit weaknesses but have no manpower or time to fix them before we get another audit! Thus, the government wastes money on the audits and the weaknesses take far longer to fix! This is a terrible way to run a government (railroad)) Every time some political appointee asks for an audit we get an audit whether it is necessary or not! Our political appointees asked for an audit of a process they knew nothing about but that had been audited three times prior to their request. Now we are getting another audit because some other political appointee has asked for it. When we asked for an audit of our system however, the auditors were too busy to work with us and then decided it was a conflict of interest to tell us what the system lacked to comply for financial and internal control purposes! Engineers are supposed to know the financial requirements of their systems and cannot get help from the auditors! What a crock!

  Thbis all is look good political crap (commonly respected accounting practice).
