    Did the concept of applying the heartbeat protocol as applied by the DOD's situational awareness flagships Force XXI Battle Command Bridage and Below and its satellite counterpart Blue Force Tracking get included as a supporting protocol to the CAP protocol for this plan? This way, organizations could automatically (re) task organize for events in a consistent way. Otherwise, how will data receive a common timing mark and how will there be a common symbol set? SJM
