Don't you know that when the outsourcing is completed, the people that complain will voice their complaints to contractors performing their own customer service surveys (think Navy Marine Corps Intranet Program (NMCI)? Of course, everything will be rosy with performance "nearing an 80% customer satisfaction rate" with no serious problems anywhere!

Outsourcing and re-inventing the government will reduce efficiency. The government as well as the population is aging. As the aging, knowledgeable gov't employee leaves, the new contract employee has much to learn amidst other inexperienced employees as the outsourcing reaches a high level. Contracting out has proven to reduce quality of products purchased as well. Inferior quality in the workforce as well as the supplies purchased will make a less efficient and more expensive government. If people complain now, what will happen once this outsourcing is completed?
