eBay is a super way to shed excess property. Please, no new government computer programs like NMCI etc. They are hostile to users. And yes keep IBM out of the mix. eBay is up and running and user friendly and easy on the taxpayers too.

Why are we going through the cost of setting up our own online auction site when eBay exists? There would be no administration costs to using eBay, no maintenance costs, and no set-up costs. The listing fees and monthly fees are minimal for registered businesses, and millions of people already use it and know the web address.

1. Make sure that IBM cannot bid on this contract because they recommended it. Why else would IBM recommend this ridiculous option other than to get the bid to build the system!
2. "Most civilian agencies have little incentive to increase their sale revenues because the money goes directly to the Treasury. Wyld said ideally that would change and money from online sales would stay with individual agencies, motivating agency heads to organize more lucrative auctions. " I do not know why this is limited to civilian agencies but should cover all of government including military, commissions, and other government organizations that are not considered civilian agencies. What should happen is that all excess property should go to opne agency for disposal and all money obtained should cover the costs of that agency as a seller and the rest go back to the tax payers (treasury). Money raised always should go to the treasury and not the agency (the patent office for example!) because the Congress is supposed to represent the taxpayers to determine if the agency should be spending the money. This is just another way around Congressional oversight and approval and waters down Congress as a meaningful player in the scheme of thins in the USA.
