No federal agency's SES staff should get the limit increased unless they have unqualified financial statements! That shows in part how the SES staff is running the agency and if the financial aspectrs are importatnt. The limit increase should be based on performance and not simply the existence of a meaningless performance pay program.

I just lost all of my training funds for my entire division in order to make up for shortfalls in the budget for the GWOT, or at least, that is what was explained to me. The raise in SES pay must be coming from a different pot of taxpayer money. It continues to amaze me that us folks on the operational end seem to always end up paying for the non-operational budget allocation increases. Anybody ever hear of the word priorities?
