The article talks about analysts with and without a Masters degree. Will there be a screening procedure in place to eliminate the diploma mill degrees that have plagued the government? How about those accomplished without ever sitting in a classroom? Will Howard rate equal with Harvard? If we are ready to enter into this program, then those answers should be readily available.

I suspect that GAO's approach is the model for the future across the federal government. Existing employees will have their caps raised and new employees will have to fight tooth and nail for everything.
It is very interesting watching the tug of war between the need to recruit the next generation of federal employees who are desperately needed given the wave of retirements comeing and the need to pare their benefits down to the bone to save money.
