Not only is the Share-in-Savings strategy an opportunity for LARGE COMPANY CONTRACTORS to use inscrutable and duplicitous proposal pricing techniques, it is also an opportunity for AGENCIES to cheat OMB and their procurement officials by using Share-in-Savings techniques as an excuse for not having a solid business case for their purchase/program.
But more importantly (PAY ATTENTION TO THIS, PROCUREMENT FEDS), if you want, for once and for all, to do away with the small business community selling to you, Share-in-Savings is the way to do it! This is not rocket science; you HAVE to know that this strategy will make contracting with the Government impossible for small companies. They are not capitalized well enough to pay the up-front and continuing costs associated with participating in a program such as this.
In short, pushing Share-in-Savings is nothing but Federal and large contractor hooliganism masquerading as enlightened, 21st century, "forward-thinking" management. Do you really think the small business community is going to take this lying down?
